First Amendment to the Agreement with The Multicultural Institute

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a First Amendment to the Agreement with The Multicultural Institute to provide street-based outreach employment matching services for day laborers and employers, increasing the amount by $148,320 for a total obligation of $296,640 of which, $296,640 is Net County Cost, extending the term by twelve (12) months through June 30, 2012.

 

BACKGROUND:

The members of the Redwood City community have expressed concerns regarding the need for outreach employment services for a significant number of day laborers. Through these services, the safety of the public is ensured, the economic concern of the community is addressed, and the self-sufficiency in the community is increased.

 

DISCUSSION:

The Multicultural Institute has been providing street-based outreach to day laborers and employers, significantly improving public relations, connecting day laborers with employers, and linking day laborers to existing training opportunities and social services.

 

Since 2006, when the program was first implemented, the Contractor has demonstrated successful outcomes through ongoing collaborative relationships with the County and community providers.

 

The Board of Supervisors adopted Resolution 070907 on June 29, 2010 to execute an Agreement to allow the Contractor to provide street-based outreach employment matching services for day laborers and employers. The Multicultural Institute is the only provider in the San Mateo County Area that links employers to day labor workers and provides street-based employment outreach. Therefore, the Multicultural Institute should be considered a sole source provider.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Amendment and the Resolution as to form and Risk Management has approved the Contractor’s insurance.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing approximately 250 day laborer workers with employment matching and supportive services in FY 2011-12 that will enable them to obtain jobs and assist them in becoming self-sufficient. Of the 250 day laborer workers, it is anticipated that 78% will obtain employment opportunities. Consequently, through the increased self-sufficiency of the day laborer workers, the public safety and the economic concerns of the community will be enhanced.

FISCAL IMPACT:

The new term of this Agreement is extended by twelve (12) months to July 1, 2010 through June 30, 2012. The Amendment adds $148,320 for a total obligation of $296,640 and is funded 100% by Net County Cost. This appropriation has been included in the FY 2011-12 Recommended Budget.
