Fee Schedule for the Parks and Coyote Point Marina

 

RECOMMENDATION:

Adopt a Resolution adopting the proposed schedule of fees for the use of Park and Coyote Point Marina facilities, effective July 1, 2011.

 

BACKGROUND:

Your Board has previously adopted Resolutions establishing a schedule of fees for the use of Park and Marina facilities including adjustments in camping fees, reservation fees, use fees, berthing fees and special event fees during each of the succeeding three years.

 

Approximately 20% of the Park Division’s operating revenue is financed from fees collected for the use of park facilities. The Marina’s operating revenue is financed primarily from fees collected for the use of Marina facilities. The current rate structure was adopted by your Board on April 13, 2010 and will remain in effect until changed by your Board.

 

DISCUSSION:

Periodically, Parks staff reviews the fees charged for park and marina usage and services and recommends adjustments in fees. Based on market rate comparisons with other local agencies, the current economic climate, usage trends, increased costs, maintaining proper relationship between costs and revenues, and changes in the consumer price index, we are recommending that your Board adopt the proposed schedule of fees to be effective July 1, 2011. The proposed changes in fees are within the average range of fees for similar services at other local agencies and include:

 

A reschedule of the availability of Half-price, Off-season Camping and Picnicking Fees from the third Sunday in October to November 1st.

 

An increase to Vehicle Entry Fees; Commercial and Educational Filming Permit Fees; Family Camping Fees; Group Camping Fees; Horse Camping Fees; Marina Launch Ramp Fees, and Marina Guest Berthing Fees.

 

The establishment of new Vehicle Entry Fees for Group and Youth Camping at Memorial, Sam McDonald, and Huddart Parks; new Conference Room Rental Fees for the Bill and Jean Lane Educational Center at Edgewood Park and Natural Preserve; and new Planning Assistance Fees for customers seeking a scientific collection permit.

 

The proposed Parks and Marina Fee Schedule, effective July 1, 2011, reflects the foregoing and is attached to the Resolution. The proposed fee changes result in a net approximate increase of 7% in Parks fees and 0.2% in Marina fees.

 

We have notified Park and Marina users of the proposed changes to the schedule of fees. The Parks and Recreation Commission reviewed the proposed changes to Park and Marina fees at their June 2, 2011 meeting and unanimously recommended approval to the Board of Supervisors.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of Livable Community by ensuring that appropriate fee schedules are established to allow the Coyote Point Marina and Parks to have adequate funding to operate safely and efficiently.

 

FISCAL IMPACT:

The increase in revenue to the Parks General Fund Revenue is estimated to be $48,975 in FY 2012 and $97,950 in subsequent years. The Parks revenue increase in FY 2012 would be offset by approximately $15,000 in expenses in implementing the fee changes.

 

The estimated annual increase in revenue to the Coyote Point Marina Fund for the proposed rate adjustment is $1,875.
