    RESOLUTION AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A FIRST AMENDMENT TO THE AGREEMENT WITH THE MULTICULTURAL INSTITUTE TO PROVIDE STREET-BASED OUTREACH EMPLOYMENT MATCHING SERVICES FOR DAY LABORERS AND EMPLOYERS, INCREASING THE AMOUNT BY $148,320 FOR A TOTAL OBLIGATION OF $296,640 OF WHICH, $296,640 IS NET COUNTY COST, EXTENDING THE TERM BY TWELVE (12) MONTHS THROUGH JUNE 30, 2012

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the members of the Redwood City community have expressed concerns regarding the need for outreach employment services for a significant number of day laborers, and through these services, the safety of the public is ensured, the economic concern of the community is addressed, and the self-sufficiency in the community is increased; and

 

WHEREAS, The Multicultural Institute has been providing street-based outreach to day laborers and employers, improving public relations, connecting day laborers with employers, training opportunities and social services; and

 

WHEREAS, since 2006, when the project was first implemented, the Contractor has demonstrated successful outcomes through ongoing collaborative relationships with the County and community providers; and

 

WHEREAS, the Board of Supervisor adopted Resolution 070907 on June 29, 2010 to execute an Agreement to allow the Contractor to provide street-based outreach employment matching services for day laborers and employers; and

 

WHEREAS, The Multicultural Institute is the only provider in the San Mateo County Area that links employers to day labor workers and provides street-based employment outreach; therefore, The Multicultural Institute should be considered a sole source provider; and

 

WHEREAS, the Human Services Agency wishes to enter into an Amendment to the Agreement, increasing the amount by $148,320 for a total obligation of $296,640, extending the term by twelve (12) months through June 30, 2012 to provide street-based outreach employment matching services for day laborers and employers; and

WHEREAS, this Board has been presented with a form of such Amendment and has examined and approved it as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The President of this Board of Supervisors is hereby authorized and directed to execute said Amendment for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and
