RESOLUTION AUTHORIZING (A) THE HUMAN SERVICES AGENCY (HSA) TO PURCHASE BUS TICKETS AND BUS PASSES IN AN AMOUNT NOT TO EXCEED $249,000 THROUGH SEPTEMBER 30, 2011; AND (B) THE CONTROLLER TO DIRECT PAY INVOICES FROM SAN MATEO COUNTY TRANSIT DISTRICT (SAMTRANS), FOR THE COST OF BUS TICKETS AND BUS PASSES IN AN AMOUNT NOT TO EXCEED $249,000 THROUGH SEPTEMBER 30, 2011

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, HSA was recently notified by the Controller that, following a financial audit, the County’s auditors have recommended that the Controller no longer direct pay invoices for bus tickets and bus passes without an underlying Agreement; and

 

WHEREAS, The Controller does not have authorization to continue to direct pay the cost for bus tickets and passes, while the Human Services Agency negotiates and executes an Agreement with San Mateo County Transit District; and

 

WHEREAS, HSA is required to provide transportation for qualifying low-income individuals that apply for or are on aid and also supplies tickets and passes to Probation and Health Services; and

 

WHEREAS, the Board wishes to authorize Human Services Agency to purchase bus tickets and passes not to exceed an aggregate of $249,000 and the Controller to direct pay SamTrans invoices through September 30, 2011, pending the execution of an Agreement with Sam Trans at the rate of up to $83,000 per month for a total not to exceed $3,000,000 over a 3 year term.

 
 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors authorizes:

A) The Human Services Agency (HSA) to purchase bus tickets and bus passes in an amount not to exceed $249,000 through September 30, 2011; and

B) The Controller to direct pay invoices from San Mateo County Transit District (SamTrans), for the cost of bus tickets and bus passes in an amount not to exceed $249,000 through September 30, 2011.
