RESOLUTION AUTHORIZING THE SHERIFF to:

A. NEGOTIATE AND EXECUTE AN AGREEMENT WITH SARES REGIS GROUP, FOR JAIL CONSTRUCTION USER LIAISON SERVICES FOR THE TERM OF JULY 1, 2011 THROUGH MARCH 31, 2015, IN AN AMOUNT NOT TO EXCEED $1,116,000 AND

B. EXECUTE SUBSEQUENT AMENDMENTS TO THE AGREEMENT PROVIDED THAT SUCH AMENDMENTS DO NOT INCREASE THE AGGREGATE PAYMENT AMOUNT BY MORE THAN $25,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Sheriff’s Office released a Request for Proposals (RFP) where proposals for the provision of Jail Construction Project User Liaison Services were submitted by seven (7) proposers for consideration; and

WHEREAS, an RFP Evaluation Panel has determined that Sares Regis Group’s proposal best meets the needs of the County and the Sheriff has accepted that recommendation; and

WHEREAS, in view of the needs and timing of the Jail Construction Project, the Sheriff’s Office has requested this Board’s authorization to negotiate and to enter into an appropriate Agreement for the provision of Jail Construction Project User Liaison Services and also to negotiate and execute subsequent amendments to the said Agreement for a total value of no more than $25,000; and

WHEREAS, the Jail Construction Project User Liaison Services Agreement will provide for the user liaison to assist the Sheriff’s Office in managing all aspects of the jail construction project as recommended by the National Institute of Corrections, including but not limited to assist the following: preparation of RFPs for architectural and engineering services; analysis of all construction bids; review of adherence to relevant construction schedules, safety programs and environmental requirements; and review all proposed change orders and maintain a thorough document record keeping system for the project:

WHEREAS, both parties wish to enter into an Agreement for provision of Jail Construction Project User Liaison Services, for a term commencing July 1, 2011 through March 31, 2015, and for a total payment obligation by the County not to exceed $1,116,000.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Sheriff:

A. Is authorized to negotiate and execute an Agreement with Sares Regis Group for Jail Construction User Liaison Services for the term of July 1, 2011 through March 31, 2015, in an amount not to exceed $1,116,000. ; and

B. Is authorized to negotiate and execute subsequent amendments to the Agreement provided that such amendments do not increase the maximum aggregate payment amount by more than $25,000.
