RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS AND AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH ASPIRANET TO PROVIDE ADMINISTRATION OF A “CHANGE OF PLACEMENT PROGRAM” FOR DEPENDENT CHILDREN AT THE COUNTY’S TOWER HOUSE RECEIVING HOME LOCATED IN SAN MATEO, FOR THE TERM OF JULY 1, 2011 THROUGH JUNE 30, 2012, IN THE AMOUNT OF $166,681, AND B) AUTHORIZING THE DIRECTOR OF THE HUMAN SERVICES AGENCY OR THE DIRECTOR’S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Aspiranet will continue to operate the “ Change of Placement Program” at the Tower House Receiving Home for adolescents who are in transition from one foster care placement to another and who will benefit from being in a smaller facility with a higher degree of adult supervision; and

WHEREAS, the Human Services Agency (HSA) wishes to enter into an Agreement for an additional year to continue “Change of Placement Program” while allowing HSA and Children and Youth System of Care (CYSOC) time to meet with the contractor to review and evaluate services and possible look at different models including combing receiving home and the camp as they have been affected due to budget deficit; and

WHEREAS, the term of the Agreement is July 1, 2001 through June 30, 2012 in the amount of $166,681 for FY 2011-12 “Change of Placement Program”; and

WHEREAS, it is in the best interests of the County to waive the Request for Proposal Process with respect to this Agreement because, to date, Aspiranet is the only provider to conduct this type of “Change of Placement Program” in the State; and

WHEREAS, this Board has been presented with a form of such an Agreement and has examined and approved it as to both form and content and desires to enter into the same.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal process is waived and the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

B) The Director of the Human Services Agency is authorized to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under said Agreement.
