BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION IN SUPPORT OF ASSEMBLY BILL 1103 (HUFFMAN), LAND USE: HOUSING ELEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, under current law, every local government is required to prepare a housing element as part of its general plan; and

 

WHEREAS, the state Department of Housing and Community Development determines the number (regional housing needs assessment number, or RHNA) of new housing units a region is projected to need at all income levels (very low-, lower-, moderate-, and above-moderate income) to accommodate population growth and overcome deficiencies in housing supply ; and

 

WHEREAS, the Council of Governments for the region then assigns a share of the RHNA number to every local government in the region based on a variety of factors; and

 

WHEREAS, Assembly Bill 1103 would expand the types of units that can be substantially rehabilitated for purposes of meeting housing element and regional housing needs assessment (RHNA) requirements; and

 

WHEREAS, Assembly Bill 1103 would also allow local governments to appeal to their Council on Governments for designation, if they can demonstrate justification; and

 

WHEREAS, Assembly Bill 1103 is intended to provide flexibility to local governments, particularly high cost of living areas, to allow them to meet the housing needs of their residents and workforce and the bill would help San Mateo County better meet its RHNA obligations.

 
 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports Assembly Bill 1103 (Huffman) regarding land use, housing element.
