Supervisorial District Boundary Adjustments

 

RECOMMENDATION:

Adopt an ordinance amending Sections 2.02.020, 2.02.030, 2.02.040, 2.02.050 and 2.02.060 of Chapter 2.02, Title 2 of the San Mateo County Ordinance Code establishing the boundaries of the Supervisorial Districts, and waiver of reading the ordinance in its entirety

 

BACKGROUND:

California Elections Code § 21500 provides that following each decennial federal census, and using that census as a basis, the Board of Supervisors shall adjust the boundaries of any or all of the supervisorial districts of the county so that the districts shall be “as nearly equal in population as may be” and that in establishing the boundaries of the districts, the Board may give consideration to the following factors: (a) topography, (b) geography, (c) cohesiveness, contiguity, integrity, and compactness of territory, and (d) community of interests of the districts.

 

In April, the Board appointed us as an ad hoc committee to consider (while engaging in a process that allows for public input throughout the county) and bring back to the Board one or more recommendations regarding the adjustment of supervisorial districting boundaries..We have held 5 different public meetings at 5 different locations throughout the County and, on September 7, will hold a public hearing on suggested proposals. Throughout the process we have worked with the County Manager, the County Counsel and the Director of Information Services, to examine alternative plans and proposals which the Board might consider.

 

DISCUSSION:

In approaching the task of adjusting the supervisorial district boundaries, the committee attempted to minimize the number of boundary changes while at the same time bringing districts to population equality. To this end, the committee is holding a public hearing on September 7, for members of the public and county staff to present proposals regarding the adjustment of district boundary lines for the committee’s consideration. Following the close of the hearing, the committee will discuss the proposals and determine what proposals, alternatives and recommendations it will present to the full Board.

 

The proposals, alternatives and any recommendations from the committee will be provided in written form as soon as they may be made available following the September 7 hearing. District boundaries are established by ordinance, so any adjustment of the current district boundaries will require adoption of an ordinance.

 

County Counsel will review and approved the final ordinance as to form.

 

Approval of the ordinance will contribute to the Shared Vision 2025 outcome of a Collaborative Community by establishing the description of the supervisorial districts consistent with applicable statutes and public input.
