Free H1N1 Flu Vaccine Now Available to all San Mateo County Residents
The Health System will offer free H1N1 flu vaccine at clinics throughout the County now through the end of February. All County residents older than six months of age are encouraged to receive the H1N1 flu vaccine, especially those who are at high risk of infection and complications from the flu.
IMPORTANT: Children under age 10 need two doses of vaccine – at least 3 weeks apart

December 15 Study Session - Board Report December 11, 2009 – The Board of Supervisors will hold a budget study session on Tuesday, December 15 at 9:30am in Board Chambers, 400 County Center, Redwood City. The purpose of the study session is to provide an update on the County’s five-year plan to eliminate a $100 million structural deficit by Fiscal Year 2013, and to discuss a balanced approach to eliminating the deficit that includes managed use of reserves, program reductions and multi-departmental savings, labor cost savings, and new revenues. County Manager David Boesch will recommend that the Board accelerate budget reductions as early as mid-year, as revenues in the current fiscal year are coming in below budget estimates, mainly due to continued declines in statewide sales, and property tax revenues are projected to drop due to commercial reassessments and deflation. more>> |

County Manager Budget Update – November 2009 December 7, 2009 – The Legislative Analyst's Office released a report saying that the state is projected to have a $20.7 billion budget deficit by FY 2010-11. Based on feedback from individual Department Heads and senior managers who participated in the October 26 management retreat, County Manager David Boesch prepared a modified budget balancing plan which was presented to a Steering Committee and Executive Council on November 30. The plan was shared with employee organizations at the December monthly budget meeting. more>> |

County Saves Money by Refinancing Debt December 4, 2009 – The County was able to maintain the highest issuer credit ratings among all California counties to successfully refinance $115.5 million of its existing bonds. As a result, its debt service payments will be reduced by $780,000 each year for the next 18 years. According to Moody's credit rating agency, "the county's multi-year projection currently shows widening budget gaps, a not-uncommon phenomenon among California local governments. The county is committed to closing these gaps by fiscal 2013, drawing upon fund balances as it transitions to structural balance. Given the county's sound balance sheet, Moody's believes it is well-positioned to use its reserves in a measured way to transition to lower service levels. Moody's does not believe they necessarily will put pressure on the rating given that the county is starting from a good position, generally budgets conservatively, and can be expected to rebuild reserves when the economic climate improves." The savings will be used toward eliminating the County's $100 million structural budget deficit. |

County Manager Budget Update – October 2009 November 6, 2009 – County Manager David Boesch provided an update to employees on budget planning efforts, including results of an October 26 meeting where senior managers from all County departments were provided with information on the retirement fund, status of local and state revenues, and preliminary review of budget scenario plans submitted by departments. A conceptual budget balancing plan was presented for consideration and discussion. Update on FY 2010-11 Retirement RatesNovember 6, 2009 - The Board Finance and Operations Committee discussed the upcoming increase in FY 2010-11 retirement contribution rates at its November 3 meeting. The recent losses in the Retirement Fund have significantly increased unfunded pension liability to over $1 billion and reduced the funded ratio to 64%. The Retirement Fund must be restored to financial health to ensure that adequate funding is provided to meet the County’s commitments to existing employees and retirees. The County will increase its contributions toward employee pension benefits from 24% of payroll to 34% of payroll, or $48 million per year. The Committee supported accepting the employer contribution rates with no changes to current methodology more>> |
