Introduction
|

|
On November 6, 2012, residents of San Mateo County voted to approve Measure B. Measure B amended the County's charter and requires that Supervisors be elected "by-district" rather than by an "at-large" vote of the entire County. In light of that change, a decision has been made to take another look at the County's current district lines and consider a boundary adjustment. |

What is Boundary Adjustment?

| Section 21500 of the California Elections Code provides as follows: "Following each decennial federal census, and using that census as a basis, the board shall adjust the boundaries of any or all of the supervisorial districts of the county so that the districts shall be as nearly equal in population as may be and shall comply with the applicable provisions of Section 1973 of Title 42 of the United States Code, as amended. In establishing the boundaries of the districts the board may give consideration to the following factors: (a) topography, (b) geography, (c) cohesiveness, contiguity, integrity, and compactness of territory, and (d) community of interests of the districts." Section 21503 allows the County to consider boundary adjustments at other times, but requires compliance with Section 21500. On April 9, 2013, the Board of Supervisors will consider forming an ad hoc committee to recommend a redistricting plan to the full board. The members of the ad hoc committee will likely include two members of the Board of Supervisors, two members of local City Councils, five public members and one non-voting alternate public member. |

How Can I Participate?
|

|
The public can participate in two ways. First, the County is soliciting applications from members of the public who would like to be appointed to the Committee. In order to be eligible for appointment as a public member, a person should: (1) be a current resident of the County; (2) not be a sitting elected official; (3) be without a conflict of interest; (4) have available time to participate in the work of the Committee; (5) not be a paid political operative; and (5) have knowledge of the County's neighborhoods, geography, and communities of interest. In addition, public members must be registered to vote at the time they serve on the committee. If you are interested in serving as a public member, please fill out the Boards and Commissions application: Boards and Commissions Application Deadline: 5 p.m., March 15 Please describe your knowledge of the County's neighborhoods, geography, and communities of interest in the section of the application titled: WHY ARE YOU SEEKING THIS APPOINTMENT. Participation as a Committee member will be a significant time commitment (as described below). The application can be returned to the County Manager's office at the address provided on the application or via email at DistrictLines@co.sanmateo.ca.us Any Committee formed will then conduct a public process. As part of the process, the Committee will hold four workshops (one each in North, South, Central and Coastal County areas) to present information and receive comments and suggestions regarding the adjustment of the County's supervisorial district boundaries. The Committee will hold a meeting to decide on tentative boundaries and then hold an additional four meetings (in North, South, Central and Coastal County areas) to receive additional comments on the proposed boundaries. Finally, the Committee will hold a tenth and final meeting to make recommendations to the Board of Supervisors on boundaries. These meetings will take place between May and August at times, dates and locations yet to be determined. Secondly, members of the public who wish to be heard on district boundaries but who do not wish to serve on the Committee are encouraged to come to as many of the public meetings as they can.
