STEPS
Letter of Complaint
Letters of complaint are sent to the foreperson who subsequently presents to the panel to discuss the merits, validity and prevalence of each complaint.

Grand Jury Foreperson
Leads the discussion of each complaint passed out. Jury as a whole votes on what complaints to address. Committee chairpersons are presented with appropriate valid complaints for investigation and interviews.

Committee Chairperson
Reviews the complaint carefully with members of the committee. Prior to the scheduled committee meeting, the Chair develops an agenda, lists assignments and appoints a secretary to take minutes which are distributed to the committee by the next meeting.
Grand Jury
The Grand Jury is made up of all 19 Grand Jurors including the Foreperson. Each Committee Chairperson reports on progress made concerning complaints assigned to their committee. Input is provided by any member of the jury panel wishing to make comments or suggestions on the progress.
Committee Chairperson
Committee incorporates pertinent suggestions made by the members of the General Committee. Proceeds with investigations and interviews until enough information is gathered to make a final report recommendation to the General Committee.
Grand Jury
The Committee Chairperson presents the final report concerning a particular complaint to the 19 members. Upon majority approval, the final report is sent to the editing committee for fine tuning. The Final Report is printed and distributed to appropriate entities. A press conference or release is arranged to provide the public with input.
