Takes a village to build trust -
but we make a BIG difference!

 Staff can promote trust and inspire good
citizenship … or turn people off!

 If a CAO has trust, it will ripple out to
department heads (opposite it true)

 DH values and practices must be “best”
and aligned to sustain an atmosphere of
trust (appointed and elected staff)
