Legislature for his work with local governments.
Faith Conley
Faith Conley is a Legislative Representative for the California State
Association of Counties (CSAC) in the Employee Relations and
Human Resources policy area.
Prior to joining CSAC in March 2008, she was the Legislative Director
for Senator Bob Huff, charged with the management of the
Member’s legislative agenda in the areas of the state budget,
education and public safety. Previously, Conley was chosen for the
prestigious Chief Clerk of the Assembly Floor Analysis internship,
serving at the behest of Chief Clerk E. Dotson Wilson.
Conley received a Bachelor’s degree in Government-Journalism
from the California State University, Sacramento.
Susan Gard
As Chief of Policy at the City and County of San Francisoc, Susan
analyzes and advocates for and against legislation, crafts policy,
oversees major projects, conducts high-level investigations, and
works in partnership with City departments to improve the City’s civil
service system. Susan spent 22 years with the State of California,
including as Chief of Legislation and Policy for the California Division
of Workers’ Compensation (DWC), and as the Department of
Industrial Relations’ spokesperson, working closely with the media
and cabinet-level members of government, leading major events
and statewide communications programs, and spearheading the
department’s education and outreach initiative for workers and
employers.
Julie Goebel
Julie has been creating websites, flyers, brochures, reports,
newsletters, and other communication materials for the San Mateo
County Human Resources Department for the past 14 years. As the
Yammer Network Administrator and Community Manager, she helps
connect employees throughout the organization on the County’s
Yammer Network, fostering communication and employee
engagement. Recently Julie served as co-chair of the first San
