Speaker Bios

Zhanna Abuel

Zhanna Abuel is an Employee Relations Analyst for San Mateo
County. In her role with the County, Zhanna assists supervisors and
managers by providing guidance, training and recommendations
on managing employee performance and conduct issues. In
addition, Zhanna also assists with contract interpretations and labor
negotiations. Before coming to Human Resources in 2014, Zhanna
worked for the San Mateo County Health System for 10 years, most
recently as a Community Program Analyst. Prior to the County,
Zhanna worked with the City and County of San Francisco Office of
the Treasurer and Tax Collector.

Zhanna holds a Master’s Degree in Business Administration with a
focus on Human Resources from Notre Dame de Namur University,
Belmont.

John E. Bartel

John is president of Bartel Associates, LLC. He has more than 40
years employee benefits experience primarily in pension and retiree
healthcare consulting, serving over 300 California public sector
clients. John specializes in: GASB 43/45 (OPEB) plan valuation, study
and design; CalPERS public agency consulting; Helping clients
understand actuarial, accounting, and regulatory issues; and Public
sector retirement plan review, valuation, and design. He is a
member of the California Actuarial Advisory Panel, appointed by
Governor Schwarzenegger January 2010. He has spoken at an
array of organizational meetings, is a member of GASB's OPEB task
force, and has authored and co-authored several articles. He is an
Associate of the Society of Actuaries, a Member of the American
Academy of Actuaries, and a Fellow in the Conference of
Consulting Actuaries.
