officers, firefighters, supervisory staff, clerical staff, maintenance
employees and other blue-collar professions, in-home support
service employees and most other public sector classifications.
Jack is also one of the experienced presenters in the firm's
renowned management and supervisory training programs. Jack
has conducted hundreds of training seminars for municipal, county,
special district and federal agencies. Jack specializes in training on
protected status discrimination/harassment/retaliation, supervisor
skills, labor relations/negotiations, leave laws, disability laws,
workplace violence, free speech, disciplinary procedures,
grievance procedures and effective performance evaluations
among others.
Jim Libien
Jim Libien is a certified specialist in workers’ compensation and for
38 years has represented both public and private employers and
insurance carriers before the Workers’ Compensation Appeals
Board. He was the California State Bar’s 2008 Workers’
Compensation Defense Attorney of the Year, is past president of the
California Workers’ Compensation Defense Attorneys Association,
and was the fifth recipient of the prestigious Warren L. Hanna
Lifetime Achievement Award. He has also served as a pro tem
judge at the Workers’ Compensation Appeals Board and as a
mediator.
Kathy E. Mount
Kathy is the Director of Operations for the Human Resources Services
Department of Alameda County where she is responsible for the
day-to-day operations of a department which serves 21 County
agencies and departments and nearly 10,000 employees.
Before she began this position in January 2015 she was the Assistant
City Manager for the City of South San Francisco, following five
years as the city’s Human Resources Director and Risk Manager. In
that capacity she Directed all functions and planning of the Human
Resources Department, and provided advice to the City Manager
and City Council on all personnel and labor issues as the 2008
recession enveloped City government.
Kathy came to Human Resources with a legal background, having
been a partner at Meyers Nave for 10 years advising public sector
