Nominating Committee Report
Brian Ring reported and moved that Michael McDougall be elected as Treasurer and
for the promotion of Suzanne Mason to Vice President, these motions were passed
unanimously.
2:15 p.m. – Regional Connection Break Out Session
Participants discussed the value of meeting as a region and the importance and
benefit of the continued meetings.
3:00 p.m. – Local Merit Rules Changes
CAL-HR representatives presented on the results from a group of county Executive,
Welfare, Child Support and Human Resources leaders to develop streamlined Merit
System Services (MSS) program.

Approval of Treasurer/Minutes
Treasurer’s report and Minutes from Fall 2014 conference were unanimously approved.
9:45 a.m. – Implementing the Affordable Care Act
Jerry Healy, Employee Benefits Counsel, from Keenan presented on the Affordable
Care Act (ACA) with the theme of “Are We There Yet” with an emphasis on making
final decisions this year to ensure a smooth transition, the requirements for providing
coverage, as well as discussing the question of what the employees actual start date is.
It was offered that the key components of a successful implementation are ensuring
there is a firm understanding of eligibility and reporting requirements. The “Cadillac Tax”
as always was also briefly discussed.
