Tribute to the late John Raffarty by Bill May
Presentation: Legislative Update by Faith Conley of CSAC
Faith Conley presented the 2015-16 Legislative Session bills that were supported and
opposed by CSAC. She highlighted the IHSS Overtime Regulations.

9:45 a.m. Presentation: What the Bell? Ethics and Politics in the Wacky World
of Government Service
Ken Hampian, Author, Consultant, Trainer and Retired City Manager for
San Luis Obispo and Pro-Bono City Manager of Bell, provided a view into
the practices of the former City officials in Bell, which led to their
prosecution.
11:40 a.m. Roundtable and Action Items
The group discussed holding one of the two 2016 CPAAC meetings in
Southern California. President Douglas-Schatz suggested that a post-
conference poll be issued to the members to gather input. Upon motion,
which was approved by the members, the March 2016 meeting will be
held in Lodi, California and during the March 2016 meeting, the members
will decide on the location of the Fall 2016 meeting.
